Abstract

Strategi pengembangan kapasitas sumber daya manusia (SDM) merupakan kunci dalam meningkatkan efisiensi kerja, khususnya pada instansi pemerintah seperti Sekretariat Daerah Makassar. Penelitian ini bertujuan untuk menganalisis berbagai strategi pengembangan kapasitas SDM yang efektif dalam meningkatkan efisiensi kerja melalui pendekatan Systematic Literature Review (SLR) dengan bantuan software Vosviewer. SLR digunakan untuk mengidentifikasi, mengevaluasi, dan mengintegrasikan temuan dari berbagai literatur terkait pengembangan SDM. Data diperoleh dari jurnal-jurnal internasional dan nasional yang relevan, diolah untuk menghasilkan peta visualisasi hubungan antar konsep menggunakan Vosviewer. Hasil analisis menunjukkan bahwa pengembangan kapasitas SDM yang terintegrasi, berbasis teknologi, serta didukung pelatihan dan pembinaan berkelanjutan memiliki dampak signifikan terhadap peningkatan efisiensi kerja. Temuan ini memberikan wawasan strategis bagi Sekretariat Daerah Makassar dalam merancang kebijakan pengembangan SDM yang adaptif dan inovatif. Studi ini juga menekankan pentingnya evaluasi berkelanjutan untuk memastikan relevansi dan efektivitas program pengembangan kapasitas SDM dalam mendukung kinerja organisasi.
